Any authorisation to carry on business granted by an EU or EEA member state is valid in all other EU and EEA member states. This is referred to as European Passport or Single-Licence-Principle.

To be permitted to conduct insurance business in Germany, an insurer must undergo a notification procedure. To this end, the insurer must contact the home supervisor. After successfully passing the notification procedure, the insurer may carry on business in Germany. In this case, insurers are not subject to an authorisation procedure in Germany.

Cross-border business operations in Germany are subject to the relevant general good requirements.
