IPO Experts Finance LTD, Brussels, Belgium, has been cold calling consumers to offer them what IPO Experts Finance LTD claims to be pre-IPO “Starlink shares” and to send the consumers the respective subscription certificates. On the internet, the company uses the website ipo-experts.com, where it also makes reference to business addresses in Cyprus and Singapore. On this website, the company has also published a licence allegedly issued to IPO Experts Finance LTD by the Cyprus Securities and Exchange Commission (CySec); this licence is a fake.
There has recently been an increase in reports of attempted fraud involving offers to buy shares in well-known companies. However, these shares are not delivered to the clients after payment is made, and the offerors can no longer be reached.
Companies offering shares of other companies to consumers need prior authorisation from BaFin. The same applies to pre-IPO share offerings. Information on whether a particular company has been granted such authorisation by BaFin can be found in BaFin’s database of companies.
In accordance with section 37 (4) of the German Banking Act (Kreditwesengesetz – KWG), BaFin would like to make clear that IPO Experts Finance LTD does not have authorisation to conduct banking business or to provide financial services.
BaFin has also not received the securities prospectus required for an offer to the public of the shares in question. You can check whether an approved prospectus for an offer of securities to the public has been filed with BaFin by consulting the Prospectuses filed database on the BaFin website.
